Registered micro enterprises can avail of gov’t incentives, benefits

DAGUPAN CITY –Barangay Micro Business Enterprises (BMBEs) are encouraged to register their businesses in Negosyo Centers near them and avail of government incentives, the Department of Trade and Industry (DTI) in Pangasinan said.

A BMBE is defined as any business enterprise engaged in production, processing, or manufacturing of products, including agro-processing, as well as trading and services, with total assets of not more than P3 million.

Natalia Dalaten, chief trade and industry development specialist of DTI-Pangasinan, said all BMBEs and entrepreneurs planning to put up a small business may register their businesses for free visit at any of the five Negosyo Centers established in Pangasinan and avail of the incentives under Republic Act 9178 otherwise known as the Barangay Micro Business Enterprises (BMBEs) Act of 2002.

“Magandang balita po ito sa ating mga MSMEs dahil maaari na po silang magparehisto ng kanilang business name bilang BMBE sa ating mga Negosyo Center ng libre,” said Dalaten.

Under RA 9178, Dalaten said BMBE registrants will no longer be charged a  fee of not more than P1, 000 to municipal or city local government because the DTI, through its Negosyo Center, can facilitate their registration and issue them a certificate of authority that is free of charge.

“Registered BMBEs can avail of government incentives that include exemption from the payment of income tax derived from the operation of the business, exemption from the coverage of the minimum wage law, special credit window of government financing institutions, as well as technology and marketing assistance,” Dalaten said.

Also, to be exempted from the coverage of the minimum wage law of the Department of Labor and Employment (DOLE), MSMEs will just have to show their certificate of authority issued by the DTI.

However, she clarified that “though exempted from paying income taxes, BMBEs still have to pay for registration fees at the Bureau of Internal Revenue and Mayor’s permit, but the local government units are encouraged to lower their payables in local taxes.”

The Negosyo centers established in the province are located at the following addresses: ground floor of the Municipal Hall in Lingayen town; ground floor of Robert Estrella Sr. Memorial Stadium in Barangay Poblacion in Rosales town; Municipal Hall in Mangaldan town; 2nd Floor of Star Building in Arellano Street, Dagupan City; and City Hall of Alaminos situated in Barangay Poblacion.

Aside from the facilitation of the BMBE registration, the business centers likewise give other services like providing information and services in training, financing and marketing, establishing  and maintaining a databank that support business information requirements and  monitoring and recommending business-process improvement for MSMEs, among others.
