COMELEC’S WALK-FOR-A-CAUSE. Lawyer Marino Salas, provincial elections supervisor, said the Commission on Elections (Comelec) will embark on a Luzon-wide walk-for-a-cause to enjoin the public to register as voters and validate their registration by completing their biometrics data. Proyekto mula sa buwis ng sigarilyo, siyasatin ng DBM bago aprobahan ang pondo

NARVACAN, Ilocos Sur – Inihayag ng National Tobacco Administration (NTA) na ang lahat ng pondo  sa pagpapatupad ng mga  programa at proyekto mula sa  RA 7171 o “Tobacco Excise Tax Law” ay dapat nang siyasatin muna ng Department of Budget and Management (DBM)  bago ma-release ang pondo sa  mga Local Government Units (LGUs).

 

Ayon kay NTA Administrator Edgardo D. Zaragoza  batay sa bagong Implementing Rules and Regulations (IRR) ng Sin Tax o RA 8240 na nasasakupan ang “Tobacco Excise tax Law na dapat isumite ng mga LGUs ang listahan ng mga  angkop na proyekto o programa na  popondohan ng DBM  sa magaganap na budget hearing  sa darating na Hulyo sa Kongreso para sa national budget sa 2015.

 

Sinabi ni Zaragoza na alinsunod ito sa hatol ng Korte Suprema tungkol sa lump sum allocation na ang mga expenditures  ay dapat suportado  ng ispesipikong   aproprasyon sa  General Appropriations Act (GAA)   bilang patakaran o policy sa pagpapatupad ng mga proyekto o programa mula sa naturang  pundo mula sa buwis ng sigarilyo para sa mga lalawigan o bayan na nagtatanim ng tabako.

 

“Dapat ang mga isubmiting proyekto o programa mula sa “Work and Financial Plan” ay hango sa Master Plan o Roadmap  ng Philippine Tobacco Industry na nakakatulong sa mga nagtatanim ng tabako,” ayon sa dating Alkalde ng Narvacan.

 

Sinabi ng opisyal ng NTA na inilista na ng ahensya ang mga angkop na proyekto o programa na  mula sa RA 7171 funds  sa inilunsad na pagpupulong sa mga magsasaka, local officials, Kongresista at iba pang stakeholders ng industriya ng tabako.

 

“Ngunit kung may pahabol pang programa o proyekto na idagdag ng mga LGU’s maari pa nilang isubmite sa NTA para maiparating  sa DBM para sa screening sa mga  maisamang proyekto o pondo  sa GAA,” idinagdag ng dating Bokal sa Segundo Distrito..

 

“Hindi dapat mabahala ang mga gobernador, mayor at Kongresista dahil ang layunin ng bagong guidelines ng RA 7171 ay para masunod ang “transparency and accountability” at angkop lamang na proyekto ang maipapatupad na makatulong sa mga magsasaka alinsunod sa adhikain ni Pres. Benigno Aquino III, “ iginiit ni Administrador Zaragoza.

 

Nabanggit niya ang  mga inilista ng NTA na proyekto na kinabibilangan ng mga infrastructure projects tulad ng farm-to-market  roads, tulay , Barangay Health  Center, Day Care Center, pandagdag na classrooms, sports facilities, Agri- Pinoy Retail Stores, Bagsakan Centers, farming community household water system.

 

Pagpapatayo ng mga agro-industrial projects tulad ng  Curing Barn, Tobacco Handmade Paper Production, Tobacco leaf Extract Production, communal solar dryer, ricemill at feedmill, at slaughterhouse facilities.

 

Pagbibigay ng livelihood projects para sa mga magsasaka tulad ng tobacco, rice, corn production, broiler/egg production, hog fattening, goat and sheep production, cattle fattening   project, vegetable production at dragon fruit production.

 

Paglulunsad ng mga cooperative projects tulad ng Tobacco Contract Growing System, Communal Irrigation System, shallow tube well, small water impounding, small diversion dam, wind mill pipe, organic fertilizer production, bamboo products processing at Agri- Pinoy Retail Store. Ilocano youth enjoy free summer camp

LAOAG CITY – Hundreds of Ilocano youth joined the summer leadership camp spearheaded by the Ilocos Norte provincial government held at Dungon-dungon estate in Burgos town of this province.

 

Aspiring leaders took the five-day challenge in a mountainous landscape consisting of intensive workshop and hands-on training on leadership skills.

 

Basic parliamentary procedures were also tackled by resource speakers from Metro Manila and Ilocos Norte.

 

June Arvin C. Gudoy, Communication and Media Office (CMO) head in Ilocos Norte, said the free summer camp aims to develop future leaders in Ilocos Norte who may someday lead their fellow Ilocanos.

 

“We hope that participants will be able to appreciate more the province of Ilocos Norte and lead fellow youth in the barangay, town or school they are in,” Gudoy said.

 

The first batch of campers consisting of 100 students culminated last April 11 which was immediately followed by a larger group composed of 500 youth for the second batch. The second batch started on April 12 and ended on April 16.

 

Marc Stephen Suppiah, one of the campers from the Mariano Marcos State University in Batac City said he will forever treasure the lessons he gained from the experience.  

 

“I will not regret joining this training. This summer 2014 is the most exciting, happiest summer ever in my life. SIRIB Ilocos Norte bileg ti masakbayan (Strength for the future),” he said.

 

Sirib leadership camp was organized by the province’s budding voluntary youth organization “Sirib Express” (Power Express).

 

Established last year, the organization aims to empower the Ilocano youth to be the future’s great leaders that will be an inspiration to the next generation.

 

It occupies some of the province’s core programs such as the distribution of the province’s official publication “Paspas Dur-as” (Rapid Success), the Sirib Express services to different schools in Ilocos Norte, scholarship programs and other fun services for the youth.

 

Recently, Ilocos Norte Governor Imee Marcos has executed an order creating for the establishment of the Sirib Express main office in the provincial capitol. (MCA/CDG, PIA-1, Ilocos Norte)

 

Sports panlaban sa droga sa Ilokos

LUNGSOD NG VIGAN –  Gagamitin ng pamahalaang probinsyal ang isports bilang instrumento para malabanan ang ilegal na droga at mahubog  ang  mga kabataan  para sa  malusog na pangangatawan at pag-iisip  at  makatulong sila  sa pag-unlad at hind imaging sagabal sa lipunan.

 

Ito ang mensahe ni Gob. Ryan Singson sa pagbubukas ng  3rd Congressman Ronald Singson Inter-town Basketball Tournament sa Plaza Burgos sa Heritage City kamakailan na sinalihan ng 11 koponan mula sa primero distrito kabilang na ang Heritage City na siyang defending champion sa naturang liga.

 

Sinabi ni Gob. Singson na  malaki ang naitutulong ng sports   sa mga kabataan  para mailayo sila sa ipinagbabawal na gamot lalo na ngayon na  puspusan ang kampanya ng Kapolisan at ang pamahalaan kontra sa mga drug pushers at sugapa sa druga  sa iba’-t-ibang panig ng  Ilocos Sur.

 

Sa nakaraang buwan, naglunsad ang PNP at CIDG ng buy bust operations at raids sa mga pinaghihinalaang pugad ng mga drug pushers at drug users sa Heritage City kabilang na ang Sta. Catalina, Magsingal at Sta. Maria na kung saan nahuli ang ilang  suspected drug personalities.

 

Naglaan ang pamahalaang probinsyal ng P80 million para sa pagpapaunlad ng Quirino Stadium na ipinangalan noon sa kauna-unahang Ilokano  na naging Presidente ng bansa na si “Apo Pidiong”, para magamit ito sa mga provincial, regional at athletic competitions para lalong maitaguyod ang sports sa mga kabataan.

 

Sinabi ng gobernador na ang mag-kampeon sa tournament   ay tatanggap ng P150,000 at grand trophy, ang 1st runner up ay tatanggap ng P100,000 at trophy’ 2nd runner-up, P60,000 at trophy’ at 3rd runner- up , P40,000 at trophy; at ang lahat ng team na  lalahok ay tatanggap ng P10,000 bawat isa ng consolation prize.

 

Kahit  sa Segundo Distrito, mailunsad din ang Inter Town Basketball Tournament na may 23  teams kabilang na ang mga upland towns sa pakikipagtulongan din ni Congressman Eric Singson.

 

Ang mag-kampeon  sa First District  ang  sasagupa sa mag-kampeon sa Ikalawang distrito na ala- NBA na “East versus West” ngunit dito First District versus 2nd District.

 

Sinabi ni Congressman Ronald  Singson na sa “ pamamagitan ng sports mapaigting ang adhikain na camaraderie, team work at self discipline bilang elemento sa nation- building.”

 

Samantala,  mailunsad  ang Summer Sports Clinic sa Basketball sa University of Northern Philippines sa Vigan para sa mga mag-aaral sa Elelemntarya at High School maliban pa sa  volleyball, football  at track and fields  kabilang na rin ang swimming sa Freedom  Park sa Heritage City. First paperless job fair set in Ilocos Norte

LAOAG CITY – A paperless job fair will be conducted at the Ilocos Norte Centennial Arena on April 29 and 30 as part of the provincial government’s summer offering for job seekers.

 

Considered a first in employment generation, the paperless job fair involves the pre-registration of applicants’ resume using an online site set up by the Provincial Public Employment Service Office (PESO) in partnership with JobsDB Philippines.

 

“Applicants don’t need to bring resume. They can pre-register online. Only interviews will be done at the site,” Nicole Rudio, PESO manager said.

 

All interested applicants may register at the http://ph.jobsdb.com/ph and by clicking the Ilocos Norte Summer Job Fair 2014 banner.

 

“There’s no deadline for the registration, it is open until the main event. They can also register on site since we will be putting up computers for registration,” Rudio said.

 

Rudio, however, said applicants are encouraged to pre-register  to speed up transaction and to avoid long queues inside the venue.

 

Up 60 employers are expected to join the biggest job fair in the province this summer season with job openings in sales, hotel and restaurant management, construction and skilled work.

 

“This is the province’s answer to fresh graduates who are seeking jobs. We bring them closer to various job opportunities locally, in Manila and overseas ,” Rudio said.

 

The job fair is part of the provincial government’s “Task Force Trabaho” (TFT) which seeks to address unemployment in the province.  (MCA/CDG,PIA-1, Ilocos Norte)
