VIGAN CITY, Jan 26 (PIA) — Local Government Secretary Mar Roxas commended the city government of Vigan for winning the 1st National Gawad Pamana ng Lahi Award for the city category saying the efforts of the local government in advancing and valuing the principles of performance, accountability, and transparency for excellence in local governance.
Regional Director Corazon Guray of DILG – Region 1 said the agency is proud of the outstanding achievements of the Heritage City under the stewardship of Mayor Eva Marie Singson- Medina as a model LGU in good governance in line with the “Matuwid na Daan” (Straight Path) battlecry of President Aquino.
Guray explained that this prestigious award is conferred to a province, city or town for outstanding performance in administrative, social, economic and environmental aspects of governance.
Assistant Regional Director Eloisa Pastor of DILG- Region 1 said that 13 cities were thoroughly screened or validated for the NGPL award by the Regional Awards Committee through documentary review, interview of key informants and on –site inspection of various facilities .
Pastor said that the screening committee has validated the Solid Waste Management Center, Maternity Lying-in Clinic, Vigan Skills Training Institute, Simulation and Therapeutic Activity Center, Buridek Children’s Museum, and the Vigan Convention Center.
The “Raniag ti Masakbayan” project which aims to alleviate poverty through the creation of more job opportunities for the poorest of the poor in the Heritage City was also commended in line with the UN Millennium Development Goals (MDGs).
As part of its thrust to promote transparency and accountability, the city government, which was also awarded the Unesco’s Best Practices in Heritage Conservation, published its financial report including statement of appropriations, allotments, obligations, and balances and abstract of bids for infrastructure projects in the Vigan Chronicle, its official publication.
