CAMP FLORENDO, San Fernando City, La Union, Jan 12 (PIA) — Outgoing Police Regional Office 1 Director, PCSupt. Franklin Jesus B. Bucayu turned over yesterday the command to incoming Director PCSupt. Ricardo C. Marquez at the Concorde Building of Camp Brig. Gen. Oscar M. Florendo here.
RD Marquez, formerly deputy director for operations in Camp Crame was installed as the new PRO1 Director on Jan 8 at the National Headquartes in Camp Crame by the PNP chief, Police Director-General Alan La Madrid Purisima.
In his farewell speech, Bucayu emphasized the hardwork and invaluable contributions of the men and women of PRO1, members of the Directorial Staff, other senior officers, police commissioned and non-commissioned officers, non-uniformed personnel, including the civilians, religious sector, line-agencies, and other private sectors who helped him render the best that he could in making the Ilocandia region a safer place to live and do business.
It is during his stint as RD that the Regional Law Enforcement Coordinating Committee of Region 1 was adjudged as the best RLECC for Luzon for its immeasurable contribution in attaining the National Law Enforcement Coordinating Committee goals and objectives.
Thru the Police Integrated Patrol System or PIPS, we have provided effective and efficient community service, also we have promoted and protected the human rights thru our rights-based policing, Bucayu said.
The new RD, PCSupt. Marquez said that he is as equally accommodating, persevering, and passionate as RD Bucayu. He stressed that he considers his new assignment as one of the most challenging because out of the 15 priority provinces, three provinces of the region were included in the list.
“We will perform the PNP role which is to serve and protect by being visible where it matters. In this coming elections we need to maximize police visibility to secure all voters for them to elect their preferred candidates without fear, unforced and unthreatened,” Marquez said.
“I’ll do the best I could muster to make this place safer just like what my predecessor PCSupt. Bucayu did, for the final measure of success is no violence, and we will endeavor more to make sure that all programs will be well implemented,” he said.
Also part of the event was the awarding of Plaque of Recognition to PCSupt. Bucayu from the Regional Management Council 1 – Department of Transportation and Communication (RMC1-DOTC).
A Pammadayaw Award (Distinguished Service Award) was given by the Association of Regional Executives for the outstanding and distinguished career as the Regional Director of PNP-R1 and for his very active involvement in the affairs of the Association.
Certificate of Appreciation and tokens were also awarded by the Regional Disaster Risk Reduction Management Council and Office of Civil Defense for his immense contribution in the conduct of disaster response and disaster risk reduction in the region.
After the ceremony, a command conference followed and presided by the new RD where he ordered commanders of the Regional Special Operations Task Groups, all police units and offices under his command to do their best to ensure a secure and fair elections, that is to neutralize partisan armed groups, account loose firearms, arrest of most wanted persons, and criminal gangs.
