DAGUPAN CITY, Nov 12, (PIA) – November 13, Tuesday, is a non-working holiday in Pangasinan to commemorate the birth anniversary of the late Speaker Eugenio Padlan Perez.
Republic Act No. 6721 entitled “An Act Declaring November Thirteen Of Each Year A Special Public Holiday in the Province Of Pangasinan,” was signed by former President Corazon Aquino on March 29, 1989 and is still in force until today.
Section I of RA 6721 states that in order to commemorate the birth anniversary of the late Speaker Eugenio Padlan Perez, November 13 of each year is hereby declared a special non-working public holiday in the province of Pangasinan.
Perez, born in San Carlos City, is the first Pangasinense to become speaker of the Philippine Legislature (1946-1953 ) and helped secure the passage of the Bell Trade Act and the Parity Rights Amendment to the Constitution allowing American citizens and corporations equal access to Philippine minerals, forests and other natural resources.
Provincial Administrator Rafael Baraan issued a memorandum dated November 8, 2012 to remind local officials and capitol executives about the declaration of a non- working holiday. (ANL/VHS/FMGM-PIA 1 Pangasinan)
