SAN FERNANDO CITY, La Union, Sept 13 (PIA) — Administrative officers of the provincial government of La Union underwent a one-day orientation on Human Resource Development Planning Process for the formulation of the five-year Strategic Human Resources Development (HRD) Plan for the year 2013 to 2017.
Israel O. Rudio, provincial information and tourism officer, said Dr. Manuel Gabaon, chief administrative officer of National Economic and Development Authority 1, served as the facilitator during the program where organization profiling, competency mapping, human resource system check, prioritizing gaps and proposing interventions, instituting a monitoring and evaluation mechanism were discussed.
A visioning exercise and human resource profiling were also conducted during the day, he said.
The activity is in response to Executive Order No. 16 series of 2012 issued by Governor Manuel C. Ortega, mandating AOs of PGLU departments and hospitals to serve as members of a technical working group, which shall be tasked to prepare the plan.
Rudio said the technical working group is responsible for the formulation of the HRD, in harmony with the provincial government’s vision and mission, strategic development plan, executive legislative agenda, annual investment plan and performance budget.
The La Union provincial government Strategic Human Resource Development Plan for 2013 to 2017 is likewise in compliance with the provision of the Local Government Code of 1991 which mandates Local Chief Executive to implement HR Management and Development and Section 2 of the Omnibus Rules Implementing Book V of Executive Order No. 292,and other pertinent Civil Service Laws which directs government offices to prepare career and personnel development plan, he said.
