BAUTISTA, Pangasinan, Agosto 28 (PIA) — Isinagawa ng pamahalaan sa lalawigan ang 2nd Buntis Congress noong ika-15 ng Agosto sa Maekrisanne Garden Resort sa bayang ito upang matiyak ang kalusugan at kaligtasan ng mga buntis.

Ayon kay Dr. Anna Maria Teresa De Guzman, hepe ng Provincial Health Office, ang aktibidad ay hakbang ng lalawigan para makamit ang Millennium Development Goals (MDG) na mapabuti ang kalusugan ng mga ina at mapababa ang bilang ng mga babaeng namamatay dahil sa komplikasyon habang nanganganak.

Aniya, layunin ng aktibidad na mahikayat ang mga buntis na magsilang sa ospital upang masiguro na sila ay mabibigyan ng tamang pangangalaga at atensyon bago, habang at pagkatapos ng kanilang panganganak.

Nilahukan ang 2nd Buntis Congress ng 134 na mga buntis mula sa mga bayan ng Alcala, 13 kalahok; Basista, 24 na kalahok; Bayambang, 37 kalahok; Bautista, 45 kalahok; at Sto. Tomas, 15 kalahok.

Pangasinan is 4th Best Performing Province in the country

DAGUPAN CITY, Aug 28 (PIA) –The province of Pangasinan was declared as the 4th Best Performing Province in the country as evaluated by the Department of Interior and Local Government.

In a statement from the provincial government, Pangasinan bagged perfect scores of 5.00 points in development planning and human resource management and development.

The result was based on the Local Governance Performance Management System (LGPMS) where local government units were evaluated in four aspects to include administrative, social, economic and environmental governance.

Special report was also included to determine how the fundamentals of good governance such as participation, transparency, and financial accountability are valued in the LGU level.

For 2011, the following are the top performing provincial, city and municipal governments with their corresponding LGPMS rankings:

Provinces- Bohol (4.91); La Union (4.89); Cavite (4.88); Pangasinan (4.87); South Cotabato (4.864); Mountain Province (4.855); Albay (4.839); Bulacan (4.836); Rizal (4.832); and Ilocos Norte (4.828).

Typhoon Helen leaves 22,522 families affected, P15.5-M Agri damages in La Union

SAN FERNANDO CITY, La Union, Aug. 22 (PIA) – The continuous rains brought by tropical storm ‘Helen’ on Wednesday affected 22,522 families and P15.5-M damages on Agri sector in the city of San Fernando and other 12 municipalities in the province.

According to the Provincial Disaster Risk Reduction Management Council (PDRRMC), a total of 95,398 persons in 22,522 families were affected by the typhoon.

The affected families were from the 168 barangays of this city and 12 municipalities of the province.

There were 3 persons injured namely: Joy S. Aspiras, 24, a resident of Nazareno, Agoo, La Union, Maria Sandria Aspiras, 8-month old, and Julie Rivera, 53, a resident of Caba, La Union, while the lone fatality was Sabino Mosquite Yankee Macasinag, 47, resident of Brgy Lioac Sur, Naguillan, La Union who died of electrocution.

Meanwhile, according to the Office of the Provincial Agriculturist, total damages on agriculture particularly on crops were recorded at P2,676,700; vegetables, P648,000; fishery, P963,248; and Agri Infra, P11,250,000.

To help the victims, 39 evacuation centers were opened for 6,419 individuals who were forced to evacuate.

Also, a total cost of P1,891,408 were provided in the form of relief goods to the victims by the local government units, PDRRMC and private sectors-Holcim.

US Embassy road show in Ilocos Norte kicks off Aug 25

LAOAG CITY, Aug. 23 (PIA) – The United States Embassy is bringing America to Ilocos Norte through a two-day road show that will showcase diplomacy, development and defense on August 25 and 26 at the activity area of Robinsons Place-Ilocos Norte.

The event, known as “America in 3D,” is a celebration of Filipino-American friendship, depicting American culture and U.S. Embassy programs and services in the Philippines.

In a statement, the US Embassy said the event is a unique opportunity for Ilocanos to meet embassy representatives including experts from the Consular Section, Department of Veterans Affairs, Peace Corps, United States Agency for International Development, and the Philippine-American Educational Foundation.

Representatives from the U.S. Embassy will be on hand throughout the program to answer questions and provide information ranging from applying for a US visa and how to study in the United States.

A forum addressing the problem on trafficking will be included in the opening day activities.

The public will also enjoy dance and musical performances of American music including performances of the U.S. Navy’s high energy rock-and-roll band, Orient Express.

The US performers will be joined by Ilocos Norte’s own talented and globally-known artists namely the Nasudi Cultural Group of the Mariano Marcos State University and the Samiweng Singers of the Ilocos Norte National High School.

Other event sidelights include free samplings of American food and an exhibit of classic American cars and motorcycles.

Launched in 2011 by U.S. Ambassador Harry K. Thomas, Jr. in Quezon City, the event is the fifth America in 3D program to take place in the Philippines. The road show had since taken place in Baguio, Cebu, and Iloilo.

Ilocos town launches e-library

NARVACAN, Ilocos Sur, Aug 22 (PIA) — An e-library was launched in this town to help meet the research needs of students who do not have computers at home.

The Narvacan e-Library, which is located at the second floor of the People’s Center at the plaza of Narvacan town, is considered to be the first of its kind in the second district of Ilocos Sur.

Narvacan town Mayor Mayor Zuriel S. Zaragoza, who initiated the project, said Wednesday that the e-library is now operational and serves as an Internet research center for students who can browse through the web to suit their educational and scientific needs.

He said the e-library was established as part of his administration’s educational program, which has seen an increase in budgetary allotment for the past few years.

To avail themselves of the facilities of the e-Library, users are only required to pay a one-time membership fee of P150 which entitles them unlimited use of the computers.

There is also a special promo for the first 300 members, who will only pay a membership fee of P100. Presently, 25 computers are available for use at the e-Library.

Zaragoza has assured additional computer units will be acquired in the near future to accommodate more users.

All students who are residents of Narvacan may apply for membership but students from nearby municipalities and provinces who are studying in Narvacan can also become members.

The Narvacan e-Library will be open daily from 9 a.m. to 10 p.m.

To ensure the safety of students who will be using the e-Library computers at night, Mayor Zaragoza has directed tricycle drivers who are operating at night to adopt a color-coding scheme and to sign a logbook.

Moreover, to create an environment conducive to learning, the e-Library has prohibited the use of its computers for social networking (Facebook) and games.

The computers are to be used exclusively for educational purposes and for research.

482 newly promoted police personnel to undergo seminar on Personnel Management

SAN FERNANDO CITY, La Union, August 21 (PIA) — Around 482 newly promoted police personnel in Ilocos region will undergo orientation seminar on Personnel Management.

The seminar aims to upgrade and refresh their knowledge as they embark for higher responsibility that corresponds to their ranks, said Police Chief Supt. Franklin Jesus B. Bucayu, Police Regional Office 1 (PRO1) regional director in a statement.

The topics to be discussed include the police service ethics and responsibility, job description and duty responsibility, PNP protocols on proper decorum (tamang bihis and basic police courtesy), and public service skills enhancement or police service professional attitudes, said Police Supt. Sterling Raymund P. Blanco, acting chief of Regional Personnel and Human Resource Development Division (RPHRDD).

It also includes lectures on management and leadership ability skills, developing proficiency in public speaking and effective communication skills.

They will also be equipped for more competitive and effective police service, Blanco added.

The seminar was initiated by PRO 1 as part of its best practices and the first region to set off such kind of undertaking to maintain the professional leadership of Region 1 police.
