VIGAN CITY, Ilocos Sur, June 20 (PIA) — The death benefits for barangay officials and volunteer workers in Ilocos Sur has been approved following the signing of the budgetary allocation of the ordinance.
Governor Luis Chavit Singson signed the budgetary allocation of the ordinance.
Authored by Ilocos Sur’s Association of Barangay Chairmen (ABC) Mario B. Subagan, Provincial Ordinance No. 2012-03-A entitled, “Emergency Aid to the Beneficiaries of Deceased Officials and Authorizing the Annual Budgetary Allocation of Funds for Death Benefits Over the above the Existing Death Benefits of Barangay Officials/Workers in Ilocos Sur,” was approved by the provincial board.
Subagan told Monday that under the ordinance, barangay officials and workers are identified as barangay captains, councilmen, councilwomen, barangay treasurers, barangay secretaries, barangay tanods, barangay health workers (BHWs), barangay nutrition scholars (BNS) and members of Lupon ng Tagapamayapa.
The death benefits for these barangay officials and volunteer workers are distributed as P100,000 for barangay captain; P50,000 for barangay councilor, treasurer and secretary; and P35,000 for barangay tanod, BHW, BNS and member of Lupong Tagapamayapa, he said.
The death benefits shall be given to the surviving family of the deceased barangay officials and workers provided they will submit documents such as death certificate, certifications from the barangay captain, mayor and a proof of relationship of the deceased barangay officials or workers to the claimant, he added.
According to Subagan, the payment of death benefit shall be made immediately upon receipt of requirements most possible when the deceased still lies in estate at their residence to ease their family from the financial burden during the wake.
To sustain the implementation of the death benefits for barangay officials and volunteer workers, the provincial government will set aside P2 million annually from its 20 percent development fund as part of its social services program.
One of the legal basis for the passage of the death benefits ordinance for barangay officials and workers in Ilocos Sur was the provision of the Republic Act No. 7190, otherwise known as the Local Government Code of 1991 under Section 393 b.2 which provides that the Punong Barangay, the Sangguniang Barangay Members, the Barangay Treasurer and Barangay Secretary shall be entitled during their incumbency, to insurance coverage which shall include, but shall not be limited to temporary and permanent disability, double indemnity, accident insurance, death and burial benefits in accordance with Republic Act No. 6942 or the “Act Increasing the Insurance Benefits of Local Government Officials.” (ANL/FGL-PIA1 Ilocos Sur)
